Fighting organized crime in Norway

The challenge

The Norwegian authorities needed an easier way to work together

The four key departments involved in fighting crime all had their own separate systems and did not share information between one another, making it difficult to catch white collar criminals efficiently.

It was with this goal in mind that The Norwegian Police Directory, The Norwegian Tax office, The Norwegian Labour Inspection Authority and The Norwegian Labour and welfare administration (NAV) came to us to find a better way to collaborate.

The opportunity

One tool to unite four government entities

We started with a centralized, easy-to-use tool that every department can access quickly on the cloud. This enabled sharing and collaboration across Norway and between the various concerned authorities via a responsive solution that synchronizes live data across different platforms.

Our aim was to create a single solution that would allow various users simultaneously, all across different digital devices whether they be in the field or in the office.

Our approach


The variety of users who depended on the platform meant different usage contexts and pain points. To address them all, we had to involve all types of users in the co-creative process.

Stay agile to stay close to users

We kickstarted with a design sprint to fully understand the situation from all angles. Involving key participants from all four government agencies, we were able to gather a 360 approach to their current working style and the problem at hand.

This acted as a springboard, allowing us to accelerate the design phase. Within a few weeks, five prototypes were created, tested and refined with progressively richer features.

Working hand in hand with development teams, we were able to orchestrate a complex multi-channel solution to ensure our designs were aligned with the best-suited tech.

The result

An elegant solution that makes it easier to fight white collar crime

The solution allows a tax inspector work on an inspection at the office, while a police officer continues field work on her mobile, while a labor inspector interviews subjects on a tablet.  The platform is able to seamlessly sync and connect everyone using it at the same time from every different device, quickly informing all team members with the relevant information at the right time.
